The CIRSEAU project

In a changing climate and with many water-stressed areas in Europe, it is essential to raise awareness of water’s relevance, foster the adoption of new solutions and make smart use of this essential resource. CIRSEAU is a European project that aims to accelerate the transition towards a water-smart economy and society.

With 10 partners from 6 European countries, the project creates a permanent collaborative ecosystem that prioritises water and promotes innovation within the sector. Its five working groups form a Circular Water Economy Community, where all stakeholders can participate, collaborate and propose ways to accelerate Europe’s water circularity. The groups work on market uptake of water-innovative solutions, knowledge exchange, education, process analysis and policy improvement.

Task 9.2 – Tools for maximising the CIRSEAU impact

Task 9.2 builds an inventory of tools: Living Labs, observatories, repositories, EOSC tools, educational material and more. The goal is to maximise the impact of the cluster, for example by linking tools to the Water Europe Marketplace and the EUREAU Innovation Platform. The role and functionalities of the tools are critically reviewed, based on the outputs and experience of the partner projects, so that they keep contributing to the cluster’s impact and its long-term sustainability.

In T9.2, a tool is a reusable project or case-study result that others can access, apply, adapt, learn from, or use to support a decision, implementation, communication or engagement activity.

What IAMatch does

IAMatch implements the T9.2 methodology as a decision support system. Algorithms suggest and rank; people review and decide.

  1. Inventory. Collects candidate tools, for example from the WP2 D2.1 Case Study Inventory, or entered from scratch.
  2. Classification. Classifies each tool with the T9.2 taxonomy (8 main categories and their subcategories).
  3. Screening. Prioritises tools on five criteria: reusability, accessibility, transferability, CIRSEAU relevance and amplification potential. This is a prioritisation mechanism, not a performance assessment.
  4. IAM matchmaking. Ranks suitable Impact Amplification Mechanisms using taxonomy fit and eligibility gates, and flags the information that is still missing.
  5. Owner validation and amplification pathway. Asks tool owners only for missing facts, then lists the steps to promote, publish or integrate each tool through the selected mechanisms.

This is version 0.1.0: it covers the inventory, the taxonomy, the screening scores and the Impact Amplification Mechanisms. The matchmaking, owner validation and export functions will follow.

Impact Amplification Mechanisms

An IAM is a structured pathway, channel or set of follow-up activities that increases a tool’s visibility, accessibility, usability, credibility, uptake, transferability or long-term sustainability. Examples include a Water Europe Marketplace listing, open repository publication, training and capacity building, and policy uptake support.
